The WAI-ECREEE Research Collaboration on Renewable Energy and Energy Efficiency is an inter-institutional collaboration between the West Africa Institute (WAI) and the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) in Praia, Cabo Verde, that seeks to critically analyse "the legal and economic obstacles to the use of renewable energy and energy efficiency in the framework of a regional climate change policy in West Africa".
The ECOWAS region is saddled with the challenges of energy access, energy security and climate change mitigation and adaptation. Paradoxically, the region’s abundant renewable energy resources remain underexploited. Existing ECOWAS Commission’s political framework in relation to Renewable Energy and Energy Efficiency shows basic Legal, Policy, Economic and Other barriers. The proposed research collaboration will focus on in-depth investigation to inform ECOWAS’ regional RE and EE policies.
While ECREEE has the mandate and capabilities to craft and implement policies relating to RE and EE in West Africa, WAI has the infrastructure to undertake research in all domains affecting regional integration in the West Africa. The essence of the project is for the two institutes working to support ECOWAS integration to use these existing infrastructures in a complementary manner to identify gaps in the existing Renewable Energy (RE) and Energy Efficiency (EE), as well as climate change policies through scientific research. Doing so, academically-based recommendations will be developed, and WAI and ECREEE can use such recommendations to advise ECOWAS on its RE and EE policies.
A workshop to identify the broad thematic areas and relevant research topics has already taken place on 14th – 16th July, 2014, in Praia, Cabo Verde. Bringing together experts from all areas of RE, the workshop provided the theoretical basis the collaboration, and assisted in identifying the first set of research themes.
